Why don't we have high speed rail in the U.S. yet ?

Japan and Europe are graced with high speed rail and all we have here is the government subsidized "Amwreck",,oppss I mean Amtrak,,The tracks are falling apart,,the trains do about 60-70mph and make frequent stops..I could make it there faster in my car.
