Only if someone is attacking them and won't stop. You can only run for so long before you have to just stop dead in your tracks, turn around and fight. Sometimes the fact that you are willing to fight, all by itself, it is enough to make people leave you alone because they don't want the problem or hle. But if you run and avoid all the time, you are an easy mark.
